Retry without repeating the effect

Separate retrying a read from retrying a write. For a write, reuse a supported idempotency key and check the previous result before creating another object. Back off after throttling and honor Retry-After. A timeout can happen after the server has committed the operation, so an uncertain result deserves reconciliation.
