Keep occurrence and receipt times

A source timestamp describes when the source says an event occurred. Your receipt timestamp describes when you observed it. Preserve both in UTC and do not fill an unknown occurrence time with a receipt time without a label. Clock skew and batch delivery can make apparent ordering misleading.
